China Energy to expand ultra-low emission coal-fired power: executive

SANHE, China (Reuters) – China Energy Group, the country’s biggest power generator, will add more than 6 gigawatts (GW) of new ultra-low emission coal-fired capacity this year as it bids to meet growing electricity demand, a senior official with the firm said on Thursday.

The company also expected to build another 5 GW of low-emission capacity next year, Xiao Jianying, the head of the state-run firm’s coal-fired power department, told Reuters.

“China still has quite a big demand for electricity. The government now supports regions with poor wind and solar resources to use coal-fired power … it’s a more practical measure, as gas is still too expensive,” said Xiao.

China Energy operated coal-fired plants with a total capacity of 175 GW at the end of 2018, 77.4% of its total capacity and about 10% of the entire country’s capacity.

Xiao said the company would gradually shut down small and polluting coal-fired power units and replace them with efficient ones, noting that total capacity would continue to increase but at a slower rate of growth.

The firm is also planning to launch another carbon capture and storage (CCS) project in northwest China next year as part of its efforts to reduce the environmental impact of using coal, company officials said. It already runs a CCS plant at its coal-to-oil facility in Erdos in Inner Mongolia.

China, the world’s biggest greenhouse gas emitter, has vowed to control new coal production and new coal-fired power capacity as part of its commitments to curb pollution and tackle global warming. However, it has shown signs of relaxing restrictions in recent months amid an economic slowdown.

La capture et le stockage de CO2 (CCS(1)) est indispensable…

Les accords de Paris ont donné l’objectif : un réchauffement climatique « well below 2°C » d’ici 2100 par rapport aux températures de l’ère préindustrielle.

Le dernier rapport du GIEC montre par ailleurs qu’on serait « beaucoup mieux » à + 1,5°C, et que tout dixième de degré compte : + 1,7°C vaut mieux que + 1,8°C. Il faut donc, ajoute le GIEC, atteindre la neutralité carbone autour de 2050.

Or il est complètement exclu d’arrêter toutes les émissions de gaz à effet de serre, et de loin ! :

  • l’AIE estime dans son scénario Sustainable Development (le plus contraignant)(2) que les énergies fossiles représenteront encore 60% de la fourniture mondiale d’énergie en 2040. Même si on juge l’AIE timorée, on est clairement hors limite ! ;

  • la capacité d’extraction charbonnière en Chine a augmenté de 6% en 2018 (selon la National Energy Administration en Chine) ;

  •  et surtout, n’oublions pas les émissions « de procédé » (ciment, sidérurgie, chimie, agroalimentaire).

Donc il faudra des « puits » de carbone. En premier lieu, les forêts mais à condition qu’elles soient exploitées et que les produits de cette exploitation donnent un stockage permanent. L’incendie de Notre-Dame de Paris montre que ce n’est pas garanti… L’usage du bois en chaudière réduit les émissions en remplaçant des émissions de carbone fossile, mais ce n’est pas un puits (sauf avec CCS !).

Reste donc la CCS, qui est indispensable. D’ailleurs, sur les 4 scénarios du GIEC, 3 comportent le déploiement de la CCS, le 4e étant un repoussoir.

Et pourtant la CCS est complètement ignorée voire vilipendée, sauf dans une dizaine de pays.

Summary

The recommendation of the Committee on Climate Change (CCC) for a Net Zero emissions target by 2050 is grounded in nothing stronger than irresponsible optimism and arbitrary assumptions about cost and technological feasibility. In point of fact, the technologies seen as necessary, including carbon capture and sequestration (CCS), further expansion of renewable generation, widespread adoption of hydrogen, and the very rapid electrification of the UK’s entire heating and transport systems, are either known failures or are unproven at these scales and would cost two to three times the amounts claimed by the CCC. Attempts to deliver these policies would ultimately fail, but in the attempt the UK would further harm its already declining productivity, and so erode the UK’s ability to compete internationally and thus deliver an acceptable standard of living for its people. This is not a sustainable low emissions strategy, and even if accepted by government is very likely to end only in humiliating and distressed policy correction. A wise government would reject this advice.
The Net Zero target and the recent history of emissions reductions in the UK
